Warren C. Evans was sworn in as Wayne County’s 4th County Executive on January 1, 2015. He was elected with a strong mandate from voters by demonstrating a vision of restoring transparency, fiscal responsibility and ethical leadership to Michigan’s largest county. A public servant for more than four decades, Mr. Evans is a highly effective leader with a reputation for achieving results through efficiency, innovation, and strategic collaboration.
As County Executive, Mr. Evans has focused on reforming County government and implementing policies that improve the overall health of the County, its residents and businesses. Through his Recovery Plan, which created a roadmap for fiscal stability, Wayne County has generated its first General Fund surplus in eight years, the $82 million accumulated deficit and the $52 million structural deficit has been eliminated, the pension system funding level increased from 45 percent to 54 percent and the unfunded healthcare liabilities were reduced by nearly one billion dollars. In less than two years in office, Mr. Evans’ financial turnaround has earned the County upgraded credit outlooks from three Wall Street credit agencies: Moody’s, Fitch Rating and Standard & Poor’s.
