The presidency was as much personal as administrative. He had to be the one to set the example, to inspire and instill pride; public confidendce would respond to displays of strength, compassion, and competence, and the image of a chief executive who had some 'joy' in what he was doing. Those words kept being repeated on his paper: joy, serenity, confidence, inspirational. The leadership he conetemplated was in his hands."
