Twenty-five dogs, sometimes six in one wired cage, kept in the basement of a licensed dog breeder in Jefferson County with unsafe ammonia levels; that’s what Wisconsin state inspectors found at Penny Lane Cocker Spaniels. And now dog advocates question if Wisconsin needs more safeguards to stop situations like this from happening sooner.
