CASA's vision is a Los Angeles in which every foster child has an advocate and the opportunity to thrive. CASA mobilizes community volunteers to advocate for abused and neglected children. A Court Appointed Special Advocate (CASA) is appointed by a judge to advocate for the best interests of a foster child.

CASA seeks to reduce and reverse the effects of child abuse and neglect. Nowhere in the nation is the problem greater than in Los Angeles County, where 27,000 children who have been abused or neglected are under the jurisdiction of the Dependency Court. One-third of these children are age 0-5; infants and toddlers are the fastest growing group of abused children. CASA will serve 7,000 children in FY2013, including 800 with intensive advocacy services.
