The Yiddish reads:  "Der tate hot gekoyft far tsvey gildn a tsigele."

Translation: "Father purchased a little goat for 2 'gildn'  (coins)."  It's the refrain from Khad Gadyo, the Pesach song, in Yiddish and Russian!

About the artist: 

Anatoli Lvovitch Kaplan (1902 - 1980) conveys a wide range of sentiment 
with a unique style in illustrating stories and songs of provincial Russian 
life while using lively adaptations of folk art motifs. 
Kaplan started doing lithographs in 1937. His prints are inspired by 
Jewish tradition and Russian folklore. An emphasis on decorative elements
imbues many of his works with a fairy tale quality.  
Born in Rogatchev, in Byelorussia, Kaplan attended the Academy of Arts 
in Leningrad from 1921 to 1927. Beginning in 1938 
he produced the series of lithographs from which this print comes:
Kasrilovka (1937–41) and Tevye the Milkman (1957–61), 
written by Sholem Aleichem; “Shir Hashirim” (“The Song of Songs”); 
“The Little Goat”; and many Yiddish Folk Songs. The series 
"Views of Leningrad" (1946), executed during the days of the blockade,
were acquired by many Russian museums. 
Kaplan, even at this late date, caught the atmosphere of the Jewish 
shtetl with simplicity and humor and succeeded in conveying the 
poetic mood of the literary sources.
