Joe graduated from The Pennsylvania Academy of the Fine Arts in 1978. His sculptures are in many private collections and have been exhibited in numerous one man and group shows. He is a recipient of a National Endowment for the Arts grant and two Mid Atlantic Arts Foundation grants. His public work includes mosaics for Septa’s Church Street El stop, Bar Ferdinand, Al Aqsa Islamic Society, and the Germantown Jewish Center in Philadelphia.
