This handsomely crafted item appears to be a part of a professionally made piece of precision scientific equipment, long lost and recently rediscovered. It bears a nameplate:

After exhaustive research, the best educated guess is that this appears to be one element of an apparatus devised for calibration of the legendary Fointhwinder. Finding this unique and rare piece of equipment represents a major leap forward in closing in on the enigma of the elusive Fointhwinder. The relative contemporary manufacture of this apparatus (last half of the 20th century) would seem to underscore persisting use Fointhwinders and their accompanying ceremonies.
This unique ”whazz-it” will make an intriguing addition to the of décor of any office or den, sure to provoke animated conversation. It could even be used as a one-of-a-kind doorstop.
