As CEO, Ms. Frank has executive responsibility for all operations in Cuyahoga and Geauga Counties, including service delivery, emergency response, administration, public support and service offices, and coordinating local response to national and international disasters. The Greater Cleveland Chapter, founded in 1905, has more than 80 employees and thousands of volunteers. Frank began her career with the Chapter in 1979 as Director of External Communications and Government Relations, Blood Services, where she created and implemented public relations programs for Northeast Ohio. The organization's first communication program on HIV/AIDS and the blood supply was developed under her leadership. In 1984, she became Vice President of Operations, leading a team which increased the capacity of the Chapter to deliver services, raise funds and increase relevance in the community. She also led a human resource strategy that increased the performance of paid and volunteer staff.

Frank earned her Bachelor of Arts Degree in English from Hillsdale College, and a Master's Degree in Business from Baldwin Wallace College. She participated in the Red Cross StarTrack program, an educational program for future leaders. She currently serves on the United Way Services Board of Directors, and is on the Executive Committee of their Council of Agency Executives. She is a 2000 Kaleidoscope Women Who Give Back honoree, a 2001 graduate of Leadership Cleveland and a 2002 winner of Northern Ohio Live's Top Rainmakers. In 2003, she received the prestigious PRSA John Hill award, given annually to a Greater Cleveland CEO who exhibits outstanding of and support for communications. Within the Red Cross, she is a member of the International Services Working Committee, the Urban Initiatives Network and the National IT Strategy Committee. She serves on the Holy Name High School Committee and the Leadership Cleveland selection committee.
