David C. Skinner was raised in Birmingham Alabama, received his undergraduate degree from Tulane University and his J.D. summa cum laude from The University of Alabama School of Law. At law school David was ranked first (1 of 87) in his section, was a member of Order of the Coif and a published member of the Alabama Law Review. Mr. Skinner is listed in The Best Lawyers in America. He practices law full time and also serves as a mediator, special master and expert witness - primarily in real property and employment litigation. Mr. Skinner has written numerous articles, handbooks, pamphlets and books including Gambling with Remedies: Rent Acceleration in Alabama, 45 ALA L. REV. 275 (1993); ALABAMA RESIDENTIAL, COMMERCIAL & MINERAL LEASE LAW, (Michie, 1997; Supp. Lexis Law Pub 1998 & 1999); Selecting Employment Practices Liability Insurance, HR MAGAZINE (Sep. 1998) and MANAGING RISK AS A PROPERTY MANAGER, (Univ. Ala. 2008). Mr. Skinner has years of service on the Alabama Law Institute's Real Estate Study Committee. In that role, he prepares statutes for the Alabama Legislature and analyzes legislation proposed from outside the Institute. He is on the committee's ad valorem tax representative and a frequent contributor on leasing, financing and title legislation. David is a Member of Jefferson Title Insurance Corporation's Board of Directors (advisory). David is the Instructor of Real Property Law at the Alabama Center for Real Estate at the University of Alabama's Culverhouse College of Commerce & Business. He also routinely lectures for the Alabama Real Estate Commission's required course on Risk Management for Property Managers. Mr. Skinner's extensive legislative experience includes a long history of appearing before committees of the Alabama House of Representatives as a legal analyst/commentator. David's record of professional activities include his eleven uninterrupted year of service from 1998 to 2008, as Chairman or Vice-Chairman for a variety of Business Council of Alabama committees. David is certified as a Senior Professional in Human Resources (SPHR) by the Human Resources Certification Institute (HRCI). David served as the only practicing attorney n the twelve member 1999-2000 HRCI National Practice Analysis Committee which determined the content of the worldwide PHR and SPHR examinations for the term 2001 to 2010. In 2002, the Governor appointed David to a term on the Alabama Department of Industrial Relations Advisory Council. From 1997 through 2001, David regularly lectured on employment law and human resources at Auburn University, the University of North Alabama, Jacksonville State University, Troy State University and the Cumberland School of Law. During that time, David was responsible for presenting/teaching the Employment Law course administered by the Alabama Center for Governmental Services at Auburn University and which every county commissioner was required to attend. Mr. Skinner is a Lieutenant Colonel in the U.S. Army Reserve and serves a a Legal Advisor (similar to an Administrative Law Judge) throughout the southeast. He is a graduate of the United States Army Command & General Staff College. He graduated first (1 of 96) in his Army Judge Advocate (lawyer) Officer Advanced Course. Prior to law school, Mr. Skinner served on active duty with the U.S. Army as a commissioned officer. He graduated first (1 of 152) in his Artillery Officer Course, second (2 of 32) in his MLRS (Rocket/Missile) Leader's Course and received certifications as an OSHA Hazard Communication Instructor, Hazardous Waste Manager and Formal Schools Instructor. He is also designated by the U.A. Army as an "Ethics Counselor." Following his military service and prior to practicing law, Mr. Skinner worked in management in the hazardous materials transportation (trucking) industry in Alabama. He (his fleet) received the Alabama Trucking Association's annual safest fleet award.
